ICMP monitoring plugin (setuid)

Description
monitoring-plugins subpackage to do ICMP host checks.
This is one of three different ways that monitoring-plugins provides
for this, using a setuid root binary to run the check directly.
Alternatively use check_fping (in monitoring-plugins-fping) which
uses the fping binary from packages, or check_ping (in the main
monitoring-plugins package) which uses ping(1).

Ports list build and test dependencies as well as runtime dependencies. pkg_add selects those needed for installation.
