The Info file format is an easily-parsable representation for online
documents. It can be read by _e_m_a_c_s_(_1_) and _i_n_f_o_(_1_) among other programs.
Info files are usually created from _t_e_x_i_n_f_o_(_5_) sources by _m_a_k_e_i_n_f_o_(_1_),
but can be created from scratch if so desired.
For a full description of the Texinfo language and associated tools,
please see the Texinfo manual (written in Texinfo itself). Most likely,
running this command from your shell:
_i_n_f_o _t_e_x_i_n_f_o
or this key sequence from inside Emacs:
_M_-_x _i_n_f_o _R_E_T _m _t_e_x_i_n_f_o _R_E_T
will get you there.
